Audit Committee Meets to Review Piedmont Hills Underground Report

Audit Subcommittee Will Meet on September 22nd to Review Preliminary Report

The City Council Audit Subcommittee will meet on Thursday, September 22nd at 7:30 PM in the City Council Chambers. The purpose of the meeting will be to review and approve a preliminary report to the City Council. The draft Preliminary Report and all the materials used by the subcommittee are available on-line at: http://www.ci.piedmont.ca.us/committees/ccasc.shtml

Residents are encouraged to attend the September 22nd meeting to speak on this subject. You may also e-mail comments to Interim City Clerk John O. Tulloch at jtulloch@ci.piedmont.ca.us or mail comments to 120 Vista Avenue, Piedmont, CA 94611. The meeting will start at 7:30 p.m. in the Council Chambers at City Hall, 120 Vista Avenue. It will be televised on KCOM and available as streaming video on the City’s web page.

In early 2010, The Piedmont City Council directed its Audit Subcommittee to examine the City’s handling of the construction of the Piedmont Hills Underground Assessment District. The Subcommittee assigned each of its members to examine specific parts of the City’s handling of the project. After their examination, each member prepared a draft report section. On March 15, 2011, the Subcommittee took public testimony on the draft report sections and directed staff to compile the three sections into a draft preliminary Report. The Subcommittee took testimony on the draft preliminary report at a hearing on August 23, 2011. At that meeting, the subcommittee assigned Vice Mayor John Chiang to compile changes into a draft preliminary report.

LWV Civic Forum – Lessons Learned – Undergrounding Task Force

The Piedmont Hills Undergrounding Project has been controversial and several studies have been undertaken. Come join the League of Women Voters as we hear a presentation from the members of the League’s Undergrounding Task Force on Tuesday, April 26 at 7:30 in the City Council Chambers (120 Vista Avenue).

A panel will discuss lessons learned from this project and a question and answer period will follow. A second panel will look into civic engagement and how citizens can be a part of a continuing community building dialogue in our small but lively community. The League is providing an opportunity for the community to give voice to concerns and remedies in an arena where diverse perspectives are welcome each individual is treated with respect, and where we can look for common ground in an effort to sustain a robust community.

Undergrounding Report – Comments Wanted

Comment Sought on Draft Report Sections of Audit Subcommittee draft report

The City Council Audit Subcommittee is seeking resident input on the three sections of its draft report to the City Council prior to its next meeting on Thursday, March 15th. Public comment is welcomed in writing and in person at the Subcommittee’s meeting. The Subcommittee assigned each of its members to examine specific parts of the City’s handling of the project. After their examination, each member prepared a draft report section, which is now posted at http://www.ci.piedmont.ca.us/citycouncil/. Piedmont Budget Blues, er, Reds

You get the blues because we are in the red. In case you missed this tidbit from the May 3rd City Council meeting draft minutes. See the section “Proposed FY 10-11 City Budget“.

As required by the City Charter, the City Administrator presented the City’s proposed FY 10-11 operations and capital improvements budget, noting that for the first time in over 20 years, the proposed budget is not balanced. He stated that the $315,000 deficit is caused by two short-term expenses: a 3-year $1.2 Million commitment to the Piedmont Unified School District and a $2.1 Million payment for the Piedmont Hills Utility Underground Project. He briefly highlighted the difficult decisions facing the Council in approving a final budget for FY 10-11. He announced that the Council will consider the proposed budget at a special work session on Saturday, May 22 as well as at two public hearings on June 7 and 21 — the public is invited to attend these meetings. Dear Neighbors,

A staff report and proposed resolution on the SVH Undergrounding District has been posted. (Full report attached below.)
The resolution, as it is proposed, would:
  1. Require that the City spend additional City funds of an unspecified amount for a professional review of the plans, specifications and bid documents for SVH
  2. Does not wait for a full review and revision of all undergrounding procedures from the Audit Committee before proceeding, just recommendations from the committee,
  3. Does not provide for hearings on whether to proceed or terminate the district prior to spending City funds to review bids, specifications, and plans, and
  4. Does not require a re-vote by SVH residents before proceeding – the Council may proceed at its discretion.
